Mobility in the future

What is the future role in the City of Leeuwarden of the car, public transport or shared transport? How much space is a cyclist or pedestrian given? And what does this mean for cars, parking and green spaces? These are all topics that you deal with on a daily basis. In this context, a study was also carried out on the possible introduction of a zero-emission zone. Zero-emission zones encourage inner city entrepreneurs and the logistics sector to switch to more sustainable vehicles, reduce nuisance from emissions, odour and noise, and contribute to a pleasant and attractive inner city.

Residents contribute ideas and suggestions

As a resident of the City of Leeuwarden, you were able to complete a questionnaire in 2023 about what you consider important in the field of traffic and transport. More than 1,000 residents completed the questionnaire. Mobility cafes were held on 27, 28 and 30 November 2023, at which residents were given information and could ask questions. We also conducted research and analyses. The outcomes have been incorporated into 7 principles. Quality of life is central here.

The 7 principles

  1. All villages will be connected by a cycling route, regional public transport, and there will be a P&R on the city ring road.
  2. 30 kilometres per hour will become the standard maximum speed in populated areas. Walkers and cyclists will be given priority.
  3. It will be made easier to cross the city ring road. Through traffic goes via the Haak om Leeuwarden.
  4. Leeuwarden city centre will be given more residential quality. Walking will be given priority. From the city ring road, you head to the city centre car parks. This will turn the city ring road into a Parking Ring Road.
  5. The city centre will be greener: street parking is increasingly moving to car parks and P&R hubs. This will give the centre more space for green space, walking, meeting and bicycle parking (disabled parking and loading/unloading will remain).
  6. Neighbourhoods and villages will be made greener with less parking disruption thanks to parking policy and neighbourhood hubs.
  7. Spatial infill within inhabited areas will aid sustainable mobility.

During the mobility cafés, a presentation (PDF, 8.83 MB) was given on the 7 principles. The policy framework was available for viewing from Thursday 25 April to Thursday 5 June.

Zero-emission zone

A zero-emission zone is an area of the city where vans and trucks are only welcome if they run on electricity or hydrogen. Royal HaskoningDHV conducted an exploratory study on the introduction of a zero-emission zone for the City of Leeuwarden. The study and information letter were sent to and discussed by the city council for this purpose.

Walk-in meeting for entrepreneurs on 11 July

If you are based, carry out work or supply goods in Leeuwarden city centre, you may need to take account of the zero-emission zone in the future. On 11 July, Leeuwarden is organising a walk-in meeting for entrepreneurs for this purpose. You can attend two presentations on the plans during this meeting. Before and after this presentation, you can put your individual questions about your own situation to local government officials and discuss any concerns, challenges and opportunities. There will be a presentation on the new policy framework and the seven principles at two points during this evening.

  • Date: Thursday 11 June
  • Time: This is a walk-in meeting from 19.30 pm to 21.30 pm.
    • A presentation on the zero-emission zone and study will be given at 5.00 pm and 6.30 pm.
    • Location: Z-gebouw, Zaailand 106, 8911 BN Leeuwarden.

Planning

  • In autumn 2024, the local authority will make a decision on announcing a zero-emission zone. We will include the results of the walk-in meetings in this to complement the research report.
  • If the city council decides to announce the zero-emission zone, these talks with business owners will continue.
