Applying for a closing times exemption for the catering industry
Catering establishments must adhere to opening and closing times. Do you want an exemption from the closing times to mark a special occasion? This could be, for example, a theatre performance, village festival, or anniversary. Apply for an exemption from non-standard closing times for the catering industry no later than 3 weeks before the occasion.

Download and complete the Closing time exemption form. Send the form to the City of Leeuwarden. You can also hand it in at the Town Hall.
When do you apply for an exemption?
Catering establishments are divided into different areas. Each area has its own opening and closing times. Catering establishments outside these areas automatically fall into Area 3.

Catering establishments in Area 1; the standard closing time is 5 am
You can apply for an exemption for optional closing times. A certified doorman must be present from 03:00 am onwards.
Catering establishments in Area 2; the standard closing time is 3 am
You can apply for 6 exemptions a year. You are only granted an exemption for a special and temporary event, which is outside normal business operations. And for which a later closing time is necessary.
Catering establishments in Area 3; the standard closing time is 1 am
You may apply for 6 exemptions a year for up to one hour. This means you do not close at 1 am but at 2 am.
On the following days, your catering establishment may be open until 02.00 am. You do not need an exemption for this.

- Easter Sunday and Easter Monday
- The night of King’s Day
- the night after 5 May (Liberation Day)
- Whit Sunday and Whit Monday
- Christmas Day and Boxing Day
- New Year’s Day
Pubs and night clubs in the villages
You can apply for an exemption for a number of public holidays. This exemption allows you to stay open until 05.00 am. You are not allowed to admit new guests after 3.00 am. This covers the following public holidays:
- Easter Sunday and Easter Monday
- the night before King’s Day
- the night after 5 May (Liberation Day)
- the nights before and after Ascension Day
- Whit Sunday and Whit Monday
- Christmas Day and Boxing Day
- New Year’s Day
