Download and complete the Home Insulation Association Grant Application Form. Send the form by post to the City of Leeuwarden. You can also hand it in at the Town Hall.

What can you get a subsidy for?

  • Facade insulation
  • Cavity wall insulation
  • Roof insulation
  • Attic/loft insulation
  • Floor insulation
  • Ground insulation
  • HR++ glass/triple glazing, insulated frame panel or an insulated door

You are only eligible for a grant for the properties adjacent to the insulation measure(s) chosen. The insulation measures must be carried out after 1 January 2024 and must be completed within 12 months of the application. The grant application must be received by the local authority by 1 January 2028.

Additional conditions for cavity wall insulation

There are additional conditions for external roof insulation and cavity wall insulation. This is because we want to protect animals, such as bats, that may be nesting in your home during the insulation work. It is therefore important that you choose an insulation company that works with the ‘nature-friendly insulation’ method. A list of suitable companies has been drawn up for this purpose. Grant conditions

  • The Owners’ Association is a mixed association of owner-occupiers and tenants.
  • The Owners’ Association is located in the City of Leeuwarden.
  • Each Owners’ Association can use this grant once only.

The following is applicable to the number of homes you can apply for a grant for:

  • The homes have a WOZ value of €350,000 or lower (reference date 1 January 2022).
  • At least two of the existing building parts must be uninsulated or poorly insulated: the floor and ground, the facade (including cavity wall), the roof and attic/loft floor, windows and doors.
  • The homes are adjacent to the building section being fitted with insulation.
  • No grant has yet been received for the houses under the Home Insulation Grant Scheme.

Conditions for insulation measures

The insulation measures you carry out or commission must meet a number of conditions. For all measures, the material must be on the notification code list of the Rijksdienst voor Ondernemend Nederland (RVO). You can find these notification code lists on the website of the RVO. This concerns normal homes. For listed buildings, see the annex to the grant scheme on the Overheid.nl website (local).

Facade insulation (with notification code)

  • For each home, at least 10 square metres of the existing area of the interior or exterior wall is insulated.

Cavity wall insulation (with notification code)

  • For each home, at least 10 square metres of the existing area of the cavity walls is insulated.

Roof or attic or loft floor insulation (with notification code)

  • At least 70% of the existing roof will be insulated. Or if the attic or loft is unheated, at least 70% of the area of the existing attic or loft floor will be insulated.

Floor or ground insulation (with notification code)

  • At least 70% of the area of the existing floor or ground of the entire building will be insulated.

Window, frame panel or door insulation (with notification code)

  • For each home, at least 3 square metres of the existing area is replaced.

Amount of the grant

You can apply for a maximum grant of €2,150 per home. For a listed building, this is a maximum of €2,500. If you use bio-based insulation material, you can increase the grant by 10% to a maximum of €200 per home. This applies to normal and listed houses. Do you use a combination of grants for a measure in such a way that the total grants exceed the costs? If so, you are eligible for a maximum of the total amount of the measures.

Do the homeowners of the houses to be insulated have low incomes? If so, they can apply for other grants.

  • Grant under Friese Plus by the Province of Friesland
    • Low-income residents can apply to the Province of Friesland for extra money to insulate their homes. This extra money is called ‘Friese Plus’. This grant only applies if you have also received the local authority Home Insulation grant or the Owners’ Association insulation grant. The grant is for the same measures and is in addition to the local authority grant if the cost of the measures is higher. You can receive a maximum of €2.500 per home. The Friese Plus is not for people who do the work themselves. Duurzaam Bouwloket administers this Friese Plus grant on behalf of the Province of Friesland.   • Subsidy scheme for energy-saving housing measures
    • This Energy-saving Housing Measures Grant of the City of Leeuwarden is subject to the additional condition that the house has a WOZ value lower than € 268,000 (reference date 1-1-2022) and that the homeowner has a low income (no higher than € 48,625 gross per year). The homeowner may be able to take advantage of both grants. This grant must be applied for individually.
  • Sustainability grant for owners’ associations
    • You and your owners’ association can apply for grants to make your building more energy efficient. This is the Sustainability grant for owners’ associations. You will find more information on the website Rijksdienst voor Ondernemend Nederland.

What do you need for the application?

Hand in the following documents with the application:

  • Quote(s) for the measures to be implemented.
  • A budget showing viable financing (including the expected grant).
  • Resolution(s) of the General Meeting agreeing to the application for the grant and to the implementation of the measures (possibly subject to grant approval).
  • Building plans or other documents showing which houses are adjacent to the building parts to be insulated.
  • Documents showing that at least one of the homes is held by an owner-occupier.
  • A completed de minimis declaration from any company that owns one or more of the properties and would benefit financially if the application is granted.

What should you do once the insulation measures have been implemented?

Return the claim form you received after your application and enclose the invoices. This should be done within four weeks of receipt of invoices for insulation measures.
