2023 energy allowance for low income households

The 2023 energy allowance is for households with an income up to 125% of the social assistance standard. This is without holiday pay. The allowance is €800.
Some households have automatically received the 2023 energy allowance. They have received a letter about this. Residents who do not automatically receive the energy allowance can apply for the allowance themselves via our website.

Conditions

You are entitled to the energy allowance if the following conditions apply to you on the first day of the month in which you submit the application:

  • You are 18 years or above;
  • You are a resident of the City of Leeuwarden;
  • You are in possession of a valid Dutch ID or a valid residence permit;
  • You have an energy contract from an energy company. This is in your own name. Or you live in an independent living space and have an all-in rental contract in your own name. An all-in rental contract is a rental contract including the gas costs and electricity costs that you pay to the landlord. An independent home is a living space with its own access and its own kitchen and toilet.
  • In the month of September 2023, you had an income that was lower than 125% of the social assistance standard. This concerns income without holiday pay;
  • You have not yet received the 2023 energy allowance.

Students do not receive an energy allowance from the municipality

Unlike last year, students who are entitled to student allowance will not receive an energy allowance from the City of Leeuwarden. Students can receive a one-off compensation from the DUO (Education Executive Agency).

What documents are required to apply for the energy allowance?

  • Your DigiD login details.
  • A valid proof of identity (passport or identity card) for you and your partner, if applicable.
  • Your bank card or bank statement.
  • An energy contract, an annual statement or monthly invoice from your energy company. For an independent home, your all-in rental contract is sufficient.
  • An overview of the net income of you and your partner, if any, for the month of September 2023.
  • An overview of the other income of you and your partner, if any, in the month of September 2023. Consider, for example, room rent, alimony or boarders.

What counts as income when applying for the Energy Allowance 2023?

For example, we look at:

  • Wage.
  • Benefits. For example, WW, ZW, WIA, WAO, social assistance or any other social benefit.
  • AOW and supplementary pension.
  • Income from your own business.
  • Income from rental.
  • Alimony (this concerns partner and child support).

Does the energy allowance count as income?

No. This is a gift and therefore does not count as income. The energy surcharge therefore has no influence on benefits. And also not for the allowances you receive from the Tax Authorities.

When will I receive the energy allowance?

If you have completed the application form in full, you will hear within 8 weeks whether you are entitled to the energy allowance.

Will you check my details on the application form?

Yes. We can check your details during the application and afterwards. We may do this with other organizations and individuals. This could be information about you or your partner, which is important for the energy allowance. This way we can check whether you are entitled to the energy allowance.

If it later turns out that you were not entitled to compensation, you must repay this amount.

Can I still apply for the 2022 energy allowance?

No, it is no longer possible to apply for energy allowance for the year 2022.

Can you help me to save energy?

Yes. Energy coaches can help you. For example, to see if your central heating boiler can be adjusted to run more economically. Even minor adjustments can save a lot of energy consumption and money.

Is there a price ceiling for energy in 2024?

No. The price ceiling for energy applied until December 31, 2023. In 2024, there will no longer be a maximum price for gas, electricity and district heating. However, the price ceiling may still be visible on the annual invoice you receive from your energy supplier in 2024. This is because the energy supplier’s annual invoice does not always coincide with the calendar year.

What is the difference between the municipality’s energy surcharge and the Temporary Energy Emergency Fund?

The Temporary Energy Emergency Fund is a foundation that offers compensation to rural households with a low income and high energy bills. The energy surcharge of the municipality of Leeuwarden is only intended for residents of the municipality of Leeuwarden. The Temporary Energy Emergency Fund will be issued for the year 2024. The energy allowance not. Furthermore, the energy allowance is intended for households with an income up to 125% of the social assistance standard and the Temporary Energy Emergency Fund for households with an income up to 200%.

Am I entitled to both the energy allowance from the municipality and the Temporary Energy Emergency Fund?
