Financial assistance if you have had a low income for more than three years
Have you had a low income for 3 years or more? And will your income not increase for the time being? You may receive extra money from the local authority. This is called the individual income allowance. You can reapply for an individual income allowance each year. It is up to you to decide how to use this money. The amount you receive depends on your type of household.

If you are unwilling or unable to apply online, download and complete the form Aanvragen individuele inkomenstoeslag (application for individual income allowance). For additional information, download the 2024 explanation. Send the form to the gemeente Leeuwarden. You can also hand it in at the Town Hall.
What are the conditions?
- You are not going to school or studying.
- You are aged between 21 and the state age of retirement.
- Your income for 2023 is no higher than the amount in table 1 (see ‘Amounts’).
- Your income for 2022 is no higher than the amount in table 2 (see ‘Amounts’).
- Your income for 2021 is no higher than the amount in table 3 (see ‘Amounts’).
- Your assets for 2023 are no higher than the amount in table 4 (see ‘Amounts’).
- Your assets for 2022 are no higher than the amount in table 5 (see ‘Amounts’).
- Your assets for 2021 are no higher than the amount in table 5 (see ‘Amounts’).
- You have made sufficient efforts to increase your income in the past three years, unless you have been exempted from these efforts
- You have provided us with all the information we have asked for in the past three years (information requirement).
Please note that the income and assets of ex-partner(s) also count if you were married or cohabiting with them in the 36 months preceding your application. If you have previously received the income allowance you can reapply one year after the set reference date.

Then you apply for the income allowance together.
Do you receive a benefit under the Participation Act?
If you receive a benefits under the Participation Act, you will only be entitled to the income allowance if you have provided all the information needed for your benefit over the past three years.
No allowance for previous years
You cannot apply for an individual income allowance for previous years.
Automatic individual income allowance
You automatically receive the individual income allowance if you meet the following conditions:
- You have previously received the income allowance.
- Your situation has remained the same.
- The local authority has not given an end date for your allowance.
- You receive benefits under the Participation Act.
