Aim

The main aim of the housing with care policy is that you, as a resident of the City of Leeuwarden, can continue to live independently even if you need more care. We also find it important that you can receive care as close as possible to your own setting and that this care is can be sustained by the caregivers. To achieve this aim, we work with three types of ‘zones’ in Leeuwarden: Basic, plus and top. In a basic zone, care is by appointment, in a plus zone, care is close by and in a top zone, care is always available.

The zones

Basic zone

In a basic zone, you live independently, in a home that is not necessarily suitable for care. Care by appointment is available and there is a place to meet other local residents. The starting point is that everyone living in a village or neighbourhood should have at least basic zone facilities.

Plus zone

In the plus zone, as in a basic zone, you also live independently and care is by appointment. In this case, there are more social workers nearby, so some extra support is close at hand. There are also clustered houses in the plus zone. Here, you can continue to live independently even if your care needs increase. We are working to spread the plus zones as best we can across the local authority, so that clustered housing is never far away.

Top zone

Do you need a lot of care and support? In a top zone, 24-hour and specialist care is available. Here, you can live independently in a home or not independently in a care facility. Top zones are available in a few places in the local authority area. Many healthcare facilities in these areas need refurbishment to make them fit for future use.

In the three basic, plus and top zones, we encourage active local residents to look after less active local residents more. We are also working on distributing care and support by area more intelligently among care providers. Finally, we want to ensure that there will be enough clustered housing where you can live independently for longer even with care needs. The aim is to add at least 1,100 clustered houses by 2040.

Responding to the policy framework

The policy framework Housing with Care including appendices: Statements for the elderly and focus groups will be available for inspection at the city hall from Monday 13 May to Monday 24 June.

Submitting an opinion

Do you disagree with certain points? If so, you can give your response by submitting an official view. The responses will be considered by the city executive when the plan is submitted to the city council.

Planning

  • The policy framework will be available for consultation from 13 May to 24 June.
  • The policy framework will be submitted to the city council in September or October. They will set the framework.
