Applying for a refugee passport
Do you have refugee status and do you want to travel abroad? Applying for a refugee passport. This passport is valid in all countries in the world. Except in your country of origin. A refugee passport is applied for in person to the local authority. You will need to make an appointment for this. We cannot help you without an appointment. Your passport will be ready for collection in about six working days. The dates you see when you schedule your refugee passport application online are the only dates available. We therefore ask you not to contact us by phone for an appointment at another time.
What are the conditions?
You can apply for a refugee passport if you meet the following three conditions:
- You live in the Netherlands and are registered or have a correspondence address in Leeuwarden.
- You have a temporary or permanent asylum residence permit (type III or IV document).
- Your identity has been verified.
What do you need to take with you to the Town Hall?
- Your residence permit.
- All identity documents and passports you have. Even if they have expired.
- A passport photo that is no more than 6 months old at the time of application and that meets the requirements.
- Means of payment. You can pay for the application by cash or debit card.
Are you applying for a refugee passport for your child(ren)?
If so, bring your child(ren) with you to the Town Hall. You will also need to take your child or children with you when you go to collect the document.
Are you under the age of 18?
If someone under the age of 18 is applying, the permission of all authorities is required. One parent or guardian must accompany the application. You can request permission via the online form Declaration of consent for minor children or the document Declaration of consent for minor children (PDF, 442.13 KB). If you choose to complete the document, you must also bring a copy of your ID.
Have you lost your refugee passport or has it been stolen?
Report this as soon as possible online to the public authority. This is necessary to prevent misuse. We will invalidate your passport as soon as we receive your report. That means that you will no longer be able to use it you relocate it. You will need to hand it in to the local authority.
Unwilling or unable to report the loss online?
In that case, make an appointment with the local authority. You complete a declaration of loss at the counter of the town hall. We will check your identity. Once we have done that, you can apply for your new document immediately. It is no longer necessary to report the loss to the police.
Travelling with your children
Children should always carry their own passport or identity card when traveling abroad. Some countries ask for a certificate stating that the adult travelling with the child is genuinely the parent or custodian. Check with the embassy or consulate of the country you want to go to. How long is a refugee passport valid?
The refugee passport is valid for as long as you have a residence permit. However, this will never be longer than five years.
