Excavating and moving soil

To excavate, move or use soil, dredging spoil and building materials, you must comply with the rules of:

• Decree on living environment activities (Bal).
• Quality of Living Environment Decree (Bkl).
• Rijkswaterstaat: The Soil Quality Decree.
• The City of Leeuwarden: The Soil Management Policy Leeuwarden.

If you want to excavate, move or use soil, building materials and/or dredged material within the municipality, please report this via DSO 5 days before the work.

When not to submit a report?

• The use of a maximum of 25m3 of soil or dredged material as a private individual (by a natural person).
• If the soil or dredging spoil is used from the same farm on the same plot.
• The use of up to 50 m3 of soil or dredging spoil that complies with the background value (clean soil, usable for multiple functions).
• Maximum 50m3 of land, quality agriculture/nature.
