Residents feel that there is no lasting solution to these problems, and that is leading to dissatisfaction. Everyone has different wishes and interests: residents want to enjoy the greenery, young people are looking for a meeting place, dog owners want a quiet walk, parents with young children want a nice play area, and local residents want peace and quiet in their gardens. It is important that we work together to find a solution that works for everyone.

Plan involving all stakeholders

With the renewal of the skate track, what is needed to ensure that the neighbourhood park is and remains a pleasant place for everyone? The local authority has decided to give residents and stakeholders themselves the chance to make a plan for Camminghaburen neighbourhood park. Frameworks have been drawn up to make sure the plan is feasible. If this plan fits within these frameworks, it will be adopted and implemented by the local authority. Syta Talsma of Belutsen (independent process facilitator) is guiding this process. She will ensure that all stakeholders can make their voices heard on an equal footing and reach solutions together. This process is called ‘De Nieuwe Route’, or ‘the new route’.

Frameworks

  • The plan describes how the neighbourhood park, including the refurbished skate park, will become and remain a pleasant place for all.
  • The plan complies with the neighbourhood park vision prepared by the neighbourhood panel in 2010. This includes: multi-purpose use, accessibility for the disabled, sports competitions and festivities, water playground and skating track, meeting place, accessible also for toddlers and pre-schoolers.
  • The current skate track will be renewed according to plan and decision of the neighbourhood panel.
  • €25,000 is available for plans and initiatives arising from the Planning Day on 12 April.
  • Plans and initiatives arising from the Planing Day will be admitted within existing policies and guidelines. Plans and initiatives requiring a permit will be reviewed after the Planning Day, as with every permit application.
  • The conditions for (temporary) camera surveillance are not currently met: camera surveillance will therefore not be permitted.
  • The current commitment to law enforcement is higher than in other neighbourhoods because Lieuwenburgzoom is a prioritised location. If there is more nuisance in the future than in the current situation, law enforcement can intensify this in consultation with the Youth Taskforce.
  • The plan takes into account planned activities: the current cycle lanes will be renewed in late 2025/early 2026. The current lighting will be replaced in 2028.

Timeline

  • December 2024 and January 2025: Start of decision-making process for the New Route.
  • February to May 2025: Preliminary discussions with stakeholders.
  • Saturday 12 April 2025 from 9.30 am to 5pm: Planning Day.

How is the process being shaped?

The process is based on The New Route method and consists of 3 parts:

  • Preparation
    • Anyone who feels concerned about neighbourhood park Camminghaburen can register via the e-mail address info@belutsen.nl for a preparatory discussion in the neighbourhood in February and the first half of March. You will be invited to a meeting with Syta and Laura. Laura is a community worker at Amaryllis. Everyone is prepared for the Planning Day in the same way. A maximum of 10 people can participate in each preparatory meeting. During or after this meeting, you will decide whether or not to participate in the Planning Day.
  • Planning Day on Saturday 12 April 2025
    • On this day, all stakeholders come together to make agreements and take decisions – within the local authority’s framework.
  • Elaboration
    • During this period, any agreements and decisions from the Planning Day that need more time and elaboration will be further developed by working groups and the local authority.

Planning Day: Working together on a plan

On Saturday 12 April 2025, all participants make a plan together. The Planning Day is shaped as follows:

  • The local authority sets out the frameworks.
  • Experts share information requested in preliminary interviews.
  • The local authority representatives leave the building, the participants start work on coming up with a joint plan.
  • At the end of the day, we will invite the local authority to receive the plan so that it can be tested against the frameworks and we can agree on how to proceed.

Before April, we will share with Planning Day participants the location and a more exact schedule for that day.
