Continuity plan Jeugdhulp Friesland
Jeugdhulp Friesland (JHF) is in financial difficulty. On behalf of the 18 Frisian municipalities, the City of Leeuwarden held talks with Jeugdhulp Friesland (JHF) and the Jeugdautoriteit (JA) in recent months. A plan has been made to ensure that JHF can continue to exist and provide care for young people. This plan is called the Continuity Plan.
Why was the continuity plan drawn up?
The Continuity Plan was drawn up to assure the care for young people in Friesland. In the plan, we make firm choices about the supply of care and operations at JHF. That way, together we ensure that JHF can continue to exist. JHF is a major provider of youth care in Friesland and this will ensure that young people in our province can continue to get the care they need.
Summary of the Continuity plan
JHF will focus on better care with fewer different types of assistance. JHF will stop providing care at the Boerestreek location (formerly Behandelcentrum Woodbrookers) in Kortehemmen by 1 July 2024 at the latest. JHF will set up more small residential places for young people. An external director will also be appointed. This director will ensure that an implementation plan, as a follow-up to the Continuity Plan, is prepared and implemented.
JHF needs financial support to avoid payment problems. JHF wants to claim a €2.5 million loan from the Ministry of Health, Welfare and Sport. The remaining €2.5 million will be made available through advance payments by local authorities and streamlined internal measures by JHF.
Implementing the plan will not require additional financial support from local authorities in the short term. Additional financial support may be requested in the future. In that case, the Frisian local authorities will take separate decision on this. For the transitions (including phasing out closed youth care), government funds are still available (SPUK funds). By implementing this plan, we working together for continuity, quality and affordability of youth care in Friesland.
